Meet Noel Freeman

 

Biography

Noel Freeman has been dedicated to public service since he joined the United States Air Force at the age of 19, and now he plans to apply that dedication to the City of Houston as your next At-Large council-member in Position 4.

Noel's reason for running for City Council is his love of Houston and a desire to see it grow and prosper through long-term planning, economic and community development and capital improvement.

His career with the City of Houston began in 2004 in the Utility Customer Service branch of Houston’s Public Works and Engineering Department investigating and resolving citizen complaints that were referred to the Mayor, City Council, the Public Works Director and members of the news media.  He now works as an administrative specialist for the Office of the City Engineer.  Noel has extensive knowledge of Houston’s infrastructure – and the public concerns about Houston’s future development.  He will bring that knowledge to City Council without the lengthy learning curve most new Council members face.

He began his military career in 1996 as a target entity analyst for the National Security Agency.  Later he served as a command and control warfare analyst for the Air Force Information Warfare Center and as chief of training for the Air Intelligence Agency Headquarters Honor Guard, both at Kelly Air Force Base in San Antonio.  In addition to the National Security Agency and Air Intelligence Agency, Noel served on deployments and short assignments to Korea, White Sands, New Mexico and San Diego, California.  He performed combat operations support during Operation Desert Fox in December 1998, and was named the Air Force Information Warfare Center’s Airman of the Year for 1999.  His awards include an Air Force Commendation Medal, two Air Force Achievement Medals, Humanitarian Service Medal, Military Outstanding Volunteer Service Medal, Basic Military Training Honor Graduate and Distinguished Graduate of the Air Force Signals Intelligence Analysis Program.

Following his military service, Noel enrolled at Texas A&M University, where he earned a Bachelor of Science degree in political science and served as a cadet squadron commander and special assistant to the Commandant of the Texas Aggie Corps of Cadets.  He graduated with a Masters degree in Public Administration from Norwich University in 2009.

In addition to military service, Noel's past public service has also included constituent service work for the district office of Congressman John Culberson and serving the National Archives and Records Administration at the George Bush Presidential Library and Museum at Texas A&M University.  He is also an avid volunteer, and regularly gives his time to make Houston a better place for those less fortunate.
